				<content:encoded><![CDATA[<p>In recent years, much of ADOT’s consultant services have also been assisted by FHWA and subject to DBE requirements.  The nature of procurement for professional services has required an adaptive approach to DBE utilization for consultants.</p>
<p>Kimley Horn and Associates has served ADOT for over 20 years on projects ranging from roadway/bridge design, landscape architecture, ITS/FMS, and transportation planning.  They are active on various ECS On-Call contracts.  The very nature of on-calls makes it hard to determine the exact levels of DBE participation to expect at the outset.  They have put together a team of firms that includes DBEs as meaningful participants and has committed to reaching the DBE goal as their contracts proceed.</p>
<p>Kimley Horn and Associates was begun like many of our small and emerging engineering consultants firms – by professionals with an expertise in transportation design with a passion to serve.  Kimley Horn has been involved in the development of DBEs through education and outreach.  Most recently, they provided a panelist at the Southern Arizona Conference to engage in dialogue with DBEs about working with ADOT and participated in the MAG networking events for <strong>Strategic Transportation Safety Plan and ITS/Transportation System Planning procurements.</strong></p>
<p>Kimley Horn was founded in North Carolina and has grown to offices across the United States.  In Arizona, they have offices in Phoenix, Mesa, and Tucson.</p>

				<content:encoded><![CDATA[<p>A majority of ADOT’s federal assistance goes towards the maintenance, repair, and construction of the state’s interstate and highway system.  Today’s construction champion represents a glimpse of what we expect to see in ADOT’s future as we move towards smaller projects dispersed across the state.</p>
<p>Today’s Construction Champion honoree is Show Low Construction.  Show Low Construction is an Arizona based business, incorporated in Navajo County in 1986.  Show Low Construction mostly participates in ADOT projects that are less than $2 million in the northeastern quadrant of the state such as</p>
<ul>
<li>SR 264 TUBA CITY-WINDOW ROCK HIGHWAY where they are working on the Kykotsmovi-Oraibi Wash Tributary,</li>
<li>SR 260 PAYSON-SHOW LOW HIGHWAY  where they are putting up elk fencing from Tonto Creek to Colcord, and</li>
<li>SR 389 SHORT CREEK-FREDONIA HIGHWAY where they are constructing turn lanes at BIA Route 50 to improve highway safety<a href="http://www.adotdbe.com/wp-content/uploads/2013/05/ShowLow.jpg"><br />
</a></li>
</ul>
<p>While these projects may not be the biggest projects in ADOT’s history, they create meaningful opportunities for the businesses that are involved in their construction.  Show Low Construction’s history of DBE use regularly exceeds 8%.  On their fencing job, they came in with DBE use of over 40%.</p>

<p>ADOT’s DBE Trailblazer honoree is M&amp;P Contracting, Inc.  M&amp;P Contracting has been providing trucking and hauling services for 28 years.  They have a history of work on projects both with ADOT and many local government agencies.  They are a woman-owned firm certified as a DBE and a Phoenix SBE and have been active with the Construction Task Force and ADOT networking events.</p>

				<content:encoded><![CDATA[<p>ADOT, in partnership with the cities of Phoenix and Tucson, has implemented a Small Business Concern component to its Disadvantaged Business Enterprise (DBE) program.  The initiative is required by the federal regulations (49 CFR 26.39) governing the State’s DBE program.</p>
<p>&nbsp;</p>
<p>To qualify for SBC registration, a company must meet several criteria.  A Small Business Concern…</p>
<ul>
<li>Operates as a for-profit business registered to do business in Arizona;</li>
<li>Operates a place of business in the U.S., operates primarily within the U.S. or makes a significant contribution to the U.S. economy through payment of taxes or use of American products, materials or labor</li>
<li>Is independently owned and operated;</li>
<li>Is not dominant in its field on a national basis; and</li>
<li>Does not have annual gross receipts that exceed the Small Business Administration size standards average annual income criteria for its primary  North American Industry Classification System ( NAICS)  code.</li>
</ul>

<p>·         Small Business Concerns will be eligible to participate in DBE businesses development activities, bidding opportunities discussions, networking events with prime consultants and contractors, conferences and workshops provided by ADOT statewide.</p>

				<content:encoded><![CDATA[<p>The Arizona Unified Transportation Registration and Certification System (AZ UTRACS) is a centralized database of companies that have indicated that they are ready, willing and able to perform work on federally funded ADOT and local government transportation projects in the state of Arizona. This new database/web portal combines the Arizona Unified Certification Program database/website and the former Civil Rights Vendor Registration website into one comprehensive web portal.</p>
<p>The AZ UTRACS database/web portal also contains Certified Disadvantaged Business Enterprises (DBE) and registered Small Business Concerns (SBC) throughout the state of Arizona. Companies that are Prime Consultants and Contractors on federally funded ADOT contracts can also use the system to report contractually required DBE utilization and labor/certified payroll information online.</p>
<p>DBE &amp; Labor Compliance module of AZ UTRACS also allows planning,  design and construction companies that have federally-funded contracts with ADOT to report DBE utilization, and payments, as well as upload and track certified payroll and other labor compliance requirements.</p>

The City of Maricopa will accept competitive sealed proposals for Demand Response Services<br />
at the address or physical location until the date and time detailed below.<br />
The City of Maricopa intends to establish a contract for Demand Response Services, partially<br />
funded by a U.S. Department of Transportation, Federal Transportation Administration, 5311<br />
Rural Transportation Program Grant, in conjunction with the Arizona Department of<br />
Transportation. It is the intent of this Request for Proposal (RFP) to solicit and select,<br />
through a competitive process, a qualified responsive and responsible service provider to<br />
operate and maintain the daily operation of a Demand Response Service for the City.<br />
A Pre-Submittal meeting is scheduled for Wednesday, May 22, 2013, at 10:00 a.m. at the<br />
Interim City Hall, 45145 W. Madison Avenue, Maricopa, AZ. The City will accept sealed<br />
proposals on or before 2:00 p.m. MST on June 4, 2013, at the mailing address of the City of<br />
Maricopa, P.O. Box 610, Maricopa, Arizona 85139 or the physical location of the City of<br />
